Insufficient majority language proficiency

We talk about poor level of proficiency in the majority language, when it is not sufficient to effectively function at school and in the broader environment, e.g. is not enough to enable a child to learn, build relationships with peers etc.

It is important to remember that sufficient proficiency in the majority language does not need to be nearly-native.
